S. 248–251.</p> +<p>Schreibweise und Interpunktion des Originaltextes wurden +übernommen.</p> +</div> + +<p><span class="pagenum"><a name="Page_248">248</a></span></p> +<h1>Langsam-Schnellzüge<br/> +in Österreich.</h1> + +<p class="center">Von <span class="gesperrt">Ignotus</span>.</p> + +<p class="right"><span class="gesperrt">Wien</span>, im November 1907.</p> + +<p>Das ist eine neue Art des Eisenbahnverkehrs: +fahrplanmäßige Schnellzüge, die langsam zu fahren +haben und infolgedessen alle Anschlüsse versäumen. +Seit einigen Wochen ist diese neue Verkehrsart +auf den Linien der österreichisch-ungarischen +Staatseisenbahngesellschaft eingeführt, von +Amts wegen, nämlich auf Anordnung der Generalinspektion +der österreichischen Eisenbahnen. Die +Verhältnisse auf den einzelnen Strecken der Staatseisenbahngesellschaft +gleichen – so erklärt eine +an die Regierung gerichtete dringliche Eingabe +der Prager Handelskammer – einer vollständigen +Anarchie. Die Staatsbahnpassagiere versäumen +die Anschlüsse, die Postbeförderung durch die +Staatsbahn erfährt Verspätungen von ganzen Tagen, +und die Wagennot wird durch die Desorganisation +des Fahrplanes in bedauerlichster Weise +verschärft; auf gewissen Anschlußbahnen wurden +in den letzten Tagen überhaupt keine Wagen beigestellt, +so daß sich einzelne Kohlenwerke in +Nordböhmen genötigt sahen, den Betrieb einzustellen.</p> + +<p>Wie entstand diese von Amts wegen herbeigeführte +Verkehrsanarchie? Die Generalinspektion +der österreichischen Eisenbahnen hat auf den +Linien der Staatsbahngesellschaft an 120 Langsamfahrtsignale +aufstellen lassen. Die ersten dieser +Signale galten nur den Schnellzügen. So wurde +eine neue Art Langsam-Schnellzüge geschaffen. +Dann ging der löbliche Eifer der zur Untersuchung +des Bauzustandes der Staatsbahngesellschaft entsendeten +Beamten der Generalinspektion weiter. +Mit der Zahl der konstatierten Oberbaumängel +wuchs die Zahl der aufgestellten Langsamfahrt-Signale, +und schließlich steckte man solche Signale +auch auf Seitenlinien auf, die noch nie von einem +Schnellzug befahren worden sind, und gebot auch +Personen- und Lastzügen langsamere Fahrt.</p> + +<p>Jede Bahn ist stets in gutem, fahrbarem Zustande +zu erhalten, so daß sie mit der höchst zulässigen +Geschwindigkeit ohne Gefahr befahren +werden kann; das Ausmaß der Geschwindigkeit ist +zu verringern, wenn es die Verhältnisse der Bahn +oder einer Bahnstrecke notwendig machen. Das +schreibt die österreichische Betriebsordnung vor. +Und Aufgabe der Generalinspektion der österreichischen +Eisenbahnen ist es, durch <em class="gesperrt">ständige +Überwachung</em> sich zu überzeugen, ob der +Bauzustand der Bahnen und ihrer Betriebsmittel +die Sicherheit und Ordnung des Betriebes gewährleisten, +und die Unternehmungen zu zwingen, alle +wahrgenommenen, die Sicherheit des Betriebes gefährdenden +Mängel schleunig zu beheben; nötigenfalls +können die Herstellungsarbeiten auf Kosten +der Bahn durch den Staat besorgt werden; und +wenn eine Eisenbahnunternehmung ungeachtet +wiederholter Ermahnungen die Anordnungen der +vorgesetzten Behörde nicht befolgen sollte, kann +nach dem österreichischen Eisenbahnkonzessionsgesetz +die Regierung die <em class="gesperrt">Sequestration</em> +der Eisenbahn anordnen.</p> + +<p>Man sieht, die Behörde hat ausreichende Befugnisse, +die Unternehmungen zur Erhaltung der +Bahn in gutem Zustande zu verhalten, und schon +der Umstand, daß das abschließende Urteil über +die Beschaffenheit des Bauzustandes einer Bahn +im freien Ermessen der überwachenden Behörde +liegt, muß jede Bahnunternehmung veranlassen, +die behördlichen Anordnungen, die den Bauzustand +der Bahn betreffen, ohne Verzug zu befolgen. +Um so mehr mußte die Öffentlichkeit überrascht +sein, als das Abgeordnetenhaus vor kurzem einstimmig +einen Dringlichkeitsantrag annahm, mit +welchem die Regierung aufgefordert wurde, die +Bestimmungen des Eisenbahnkonzessionsgesetzes +gegen die Staatsbahngesellschaft anzuwenden, falls +<span class="pagenum"><a name="Page_249">249</a></span>sie sich weigern sollte, den Aufträgen der Generalinspektion +Folge zu leisten. Der Inhalt und noch +mehr die Dringlichkeit des Antrages mußten die +Vermutung wecken, daß die Gesellschaft mit der +Ausführung behördlicher Anordnungen verschuldeter +Weise im Rückstande sei. Tatsächlich hatte +aber die Gesellschaft nichts anderes getan, als von +dem ihr zustehenden Rechte des Rekurses gegen +die Aufträge der Generalinspektion Gebrauch gemacht. +Der Eisenbahnminister Dr. v. Derschatta +erklärte denn auch in der über den Antrag geführten +Debatte, daß der Umfang der der Gesellschaft +aufgetragenen Arbeiten eine sofortige Durchführung +ausschließe, daß die Gesellschaft trotz der Überreichung +der Rekurse, die seither vom Eisenbahnministerium +abgewiesen worden sind, das Programm +für die Ausführung der Arbeiten vorgelegt habe, +und daß, solange die erteilte Frist zur Wiedervorlage +des zur Ergänzung zurückgestellten Programmes +nicht abgelaufen sei, nicht behauptet werden +könne, daß die Gesellschaft die Aufträge der Regierung +zu erfüllen nicht gewillt sei. Lag somit +keine tatsächliche Veranlassung vor, das schwere +Geschütz des Dringlichkeitsantrages auffahren zu +lassen, so mußte die Öffentlichkeit noch mehr von +der Nachricht überrascht werden, daß die Generalinspektion, +die mit der ständigen Überwachung +des Bauzustandes der Bahnen betraut ist, auf einmal +derartige Mängel der Staatsbahn konstatieren +konnte, daß sie die Aufstellung von Langsamfahrtsignalen +für notwendig erachtete. Die der Staatsbahn +von der Generalinspektion aufgetragenen Arbeiten +betreffen im wesentlichen die Erneuerung +von Schienen und Schwellen, Verbesserung und Verstärkung +des Ober- und Unterbaues, Ersatz des +Grubenschotters durch Schlegelschotter, Erweiterung +von Gleisanlagen, Arbeiten, deren Kosten +teils die Betriebsrechnung belasten, teils auf +Anlagerechnung zu buchen sein werden. Bis Oktober +1908 sind Schienenauswechslungen insgesamt +auf einer Strecke von 70 km durchzuführen, +für andere Arbeiten ist eine Frist bis 1909 gegeben, +die Schotterauswechslung in einer Länge von +500 km muß bis Ende 1910 durchgeführt sein.</p> + +<p>Zwei Fragen: Die Mängel, deren Behebung +der Staatsbahn aufgetragen wird, sind unmöglich +von heute; wie kommt es, daß die Generalinspektion +erst jetzt zur Wahrnehmung dieser Mängel kam? +Und wenn die Generalinspektion 120 Langsamfahrtsignale +aufstellte und damit zum Ausdruck +brachte, daß vor Behebung der Mängel größere +Geschwindigkeiten mit der Betriebssicherheit unvereinbar +sind, wie konnte sie die von der Prager +Handelskammer dringend verlangte, sofortige +Entfernung der meisten dieser Signale rechtfertigen, +da für die Behebung aller Mängel eine Frist von +Monaten und Jahren gegeben ist? Aus der Entfernung +der Langsamfahrtsignale vor Behebung +der gerügten Mängel würde man schließen müssen, +daß der Bauzustand der Staatsbahn denn doch +nicht so ist, daß er die Betriebssicherheit gefährdet; +und daß die Generalinspektion mit der Aufstellung +der Langsamfahrtsignale ein wenig zu rasch vorgegangen +ist. Die Staatsbahn macht für sich geltend, +daß sie zu den best ausgerüsteten österreichischen +Bahnen gehört, daß Unfälle durch Mängel +des Oberbaues und Schienenbruch sich auf ihren +Linien relativ und absolut in weit geringerer Zahl +ereignen, als auf anderen österreichischen Bahnen, +und daß die Generalinspektion nie vorher Veranlassung +zu irgend welchen einschneidenden Bemängelungen +des Bauzustandes gefunden habe. +Mit einem Male, förmlich über Nacht, findet die +Generalinspektion, daß der Bauzustand wesentliche +Gebrechen aufweist, deren völlige Behebung Jahre +und Millionen erfordern wird. Das läßt nur den +Schluß zu: daß die Generalinspektion die Jahre her +ihrer Überprüfungspflicht in unzureichender Weise +nachgekommen ist, oder daß man sich entschlossen +hat, an den Bauzustand einer Bahn einen strengeren +Maßstab anzulegen, als es bisher der Fall war.</p> + +<p>Man geht wohl nicht fehl, wenn man letzteres +annimmt. Geht wohl auch nicht fehl, wenn man +annimmt, daß die Staatsbahn das Lehrgeld zu ersetzen +hat, das die Regierung bei der Verstaatlichung +der Ferdinands-Nordbahn zahlen mußte. +Man erinnert sich noch, daß der Verkehr auf der +Nordbahn, deren Einlösung ein politisches Postulat +der Polen war, unmittelbar nach der Verstaatlichung +förmlich versagte; erst nach der Übernahme +durch den Staat fand man, daß die Bahn ganz +unzulänglich ausgerüstet war; vielleicht hätte man +es schon früher, vor den Verstaatlichungsverhandlungen +oder während derselben, gefunden, wenn +<span class="pagenum"><a name="Page_250">250</a></span>eben die Einlösung der Nordbahn nicht ein Politikum +gewesen wäre. Der Fall der Nordbahn soll sich +bei der Verstaatlichung anderer Bahnen nicht +wiederholen, und die Staatsbahn ist längst verstaatlichungsreif.</p> + +<p>Sie ist es schon seit September 1902. Und für +den Staatssäckel wäre es gut gewesen, wenn sie +schon damals verstaatlicht worden wäre. Im Falle +der Einlösung hat der Staat das Durchschnittserträgnis +der besten 5 von den letzten 7 Jahren +als Einlösungsrente zu bezahlen, jedoch mindestens +den Reinertrag des letzten Jahres. Die Erträge +des gesamten Bahnunternehmens (vor der Amortisation +und Verzinsung der Anleihe) betrugen 1902: +27,26 Mill. K., 1903: 27,86 Mill. K., 1904: 28,39 Mill. K., +1905: 30,56 Mill. K., 1906: 33,34 Mill. K. +Das ist eine sehr steil aufsteigende Ertragslinie. +Im Jahre 1902 war aber Herr Dr. v. Wittek Eisenbahnminister, +und dieser hatte die Überzeugung, +daß die Verkehrskonjunktur der österreichischen +Eisenbahnen den Höhepunkt überschritten habe. +Der Staat werde also eine niedrigere Einlösungsrente +zu zahlen haben, wenn er mit der Verstaatlichung +warte. Es fanden zwischen Herrn v. Wittek +und dem Staatsbahnpräsidenten v. Taussig Besprechungen +über die Verstaatlichung der Staatsbahn +statt, deren Ergebnis den für den Herbst 1902 +in Aussicht genommenen Verstaatlichungsverhandlungen +zur Grundlage dienen sollte. Zu diesen +Verhandlungen ist es aber nicht gekommen. Im +Jahre 1905 kündigte der damalige Ministerpräsident +Frhr. v. Gautsch die Fortsetzung der Eisenbahnverstaatlichung +im Abgeordnetenhause an, und der +Leiter des Eisenbahnministeriums forderte die +Staatsbahn (und die Nordwestbahn) zur Nominierung +gesellschaftlicher Vertreter für im Herbst +durchzuführende Verhandlungen auf. Die Verhandlungen +sollten den Zweck haben, prinzipielle +Differenzen sachlich und ziffermäßig festzustellen +und womöglich die Fixierung des Einlösungspreises +anzustreben; von dem Ergebnis der Verhandlungen +werde es, wie die Regierung damals erklären ließ, +abhängen, ob der in Aussicht genommene Weg der +Vereinbarung sich als gangbar erweist oder ob, +wenn dies nicht der Fall sein sollte, die Regierung +genötigt sein werde, die ihr konzessions- und vertragsmäßig +zustehenden Ansprüche im Rechtswege +geltend zu machen. Die Staatsbahn machte ihre +Vertreter sofort namhaft, aber diese warten bis +heute vergebens auf eine Einladung zu diesen für +den Herbst 1905 in Aussicht genommenen Verhandlungen, +trotzdem seither in zahllosen Resolutionen +öffentlicher Vertretungskörper die Fortsetzung +der Verstaatlichung urgiert und in wiederholten +Regierungserklärungen in Aussicht gestellt +wurde. Als im Staatseisenbahnrate über die Erlassung +eines Einweisungsgesetzes (das den Staat +ermächtigen soll, den Besitz einer zu verstaatlichenden +Bahn sofort nach bindender Mitteilung +des Einlösungspreises an die Gesellschaft anzutreten, +und die Gesellschaft mit eventuellen Mehransprüchen +auf den Rechtsweg verweisen soll) beraten +wurde, da führte der Referent aus, daß die +Besitzeinweisung des Staates allen Versuchen ein +Ende mache, die Verhandlungen ungebührlich zu +verschleppen und die Lage dadurch fortwährend +zu ändern; und niemand fiel es ein, zu sagen, +daß, bisher wenigstens, von keiner einzigen verstaatlichungsreifen +Bahn der Versuch gemacht +worden ist, eingeleitete Verhandlungen ungebührlich +zu verschleppen.</p> + +<p>Auch der jetzige Eisenbahnminister hat wiederholt +erklärt, daß die Regierung »nach wie vor« +gewillt sei, mit der Verstaatlichung weiter fortzuschreiten, +und daß sich die Verstaatlichungsaktion +in erster Linie auf die Nordwestbahn und Staatsbahngesellschaft +beziehen werde. Und man kann +vielleicht das vor der Einbringung stehende Einweisungsgesetz, +die Investitionsaufträge und die +Langsamfahrtsignale der Generalinspektion der Anlegung +der Rüstung vor Beginn der Verhandlungskämpfe +vergleichen. Eine eingehende Erörterung +der bestehenden Einlösungsdifferenzen würde hier +zu weit führen. Es genügt schon, darauf hinzuweisen, +daß die Staatsbahn den Standpunkt vertritt, +ihr Fahrpark müsse besonders abgelöst werden, +während die Regierung der Ansicht ist, daß die Einlösungsrente +auch den Fahrpark erfaßt; das allein +ist eine Differenz von mehr als 60 Mill. K. Und +wenn das vom Eisenbahnministerium aufgestellte +Investitionsprogramm sich auf drei Jahre erstreckt +und zum großen Teil nicht Mehrausrüstungen, +sondern Ausrüstungserneuerungen enthält, so entsteht +die Frage: Soll mit der Verstaatlichung gewartet +<span class="pagenum"><a name="Page_251">251</a></span>werden, bis die Gesellschaft diese Investitionen +durchgeführt haben wird? Schon die nächste Betriebsrechnung +wird nicht nur mit den Kosten +der aufgetragenen Bahnerhaltungsarbeiten, die +nächstes Jahr an 4 Mill. K. erfordern werden, +sondern auch mit der seit der letzten Resistenzbewegung +eingetretenen Erhöhung der Personalausgaben +im Betrage von 3–4 Mill. K. belastet sein. +Wenn die Einlösung vor der Durchführung der +aufgetragenen Arbeiten erfolgt, gehen die Kosten +derselben dann auf Rechnung des neuen Besitzers +oder hat der Staat ein Recht zu verlangen, daß +sie, soweit es sich um Ersatzarbeiten handelt, +von der Gesellschaft getragen werden, weil sie +verpflichtet war, die Bahn in gutem und fahrbarem +Zustande zu erhalten, und die Bahn ohne diese +Arbeiten nicht in diesem Zustand ist? Würde +die Gesellschaft dem gegenüber nicht erklären +können, daß eine solche Rückwirkung schon deshalb +unzulässig sei, weil alle Investitionsaufträge der +Generalinspektion immer ohne Verzug durchgeführt +wurden, und die Generalinspektion die ganzen +Jahre her den Bauzustand der Bahn nie bemängelt +hatte?</p> + +<p style="margin-bottom: 120px;">Es gibt der Staatsbahnfragen genug und sie +drängen nach dem Versuche einer <em class="gesperrt">Lösung +im Verhandlungswege</em>.
